Northeast Alaska Area Plan Adopted

On February 25, 2026, the Commissioner of the Department of Natural Resources adopted the Northeast Alaska Area Plan in accordance with Alaska Statute 38.04.065 and 38.05.300. The Northeast Alaska Area Plan (NEAAP) boundary stretches from the Dalton Highway east to the Canadian border; north into the Arctic National Wildlife Refuge; and south to the boundaries of the Yukon Tanana, Eastern Tanana, and Upper Yukon Area Plans. The final plan adopted by the Commissioner is the Public Review Draft of the Northeast Alaska Area Plan modified by the list of Recommended Revisions. Additionally, the Commissioner adopted Land Classification Order (LCO) No. NC-24-001 that along with the plan classifies approximately 5.3 million acres of state-owned, state-selected, and top-filed lands and waters. The LCO order rescinds and supersedes all existing land classification orders within the plan boundary of the NEAAP. The Commissioner also adopted Mineral Order (MO 1291) that affects approximately 80,394 acres.

The Public Review Draft of the plan is linked here: https://dnr.alaska.gov/mlw/planning/areaplans/neaap/pdf/prd2025/neaap-2025prd-complete-plan.pdf.

Attached you will find Land Classification Order No. NC-24-001; Mineral Order 1291; and the plan adoption signature page. Also attached is an Issue Response Summary that addresses the substantive issues identified in comments received during the Public Review Draft comment period.

Notice of this action is being provided to you because you or your agency participated in the planning process or were included in the distribution list used in the preparation of this plan.

Reconsideration may be mailed or hand-delivered to the DNR Commissioner's Office, 550 W. 7th Avenue, Suite 1400, Anchorage, Alaska, 99501; or faxed to (907)-269-8918 or sent by electronic mail to [email protected]. Reconsideration must be accompanied by the fee established in 11 AAC 05.160(d)(1)(F), which has been set at $200 under the provisions of 11 AAC 05.160(a)-(b).
