ICANN Publishes Root Zone Label Generation Rules Version 6

The Internet Corporation for Assigned Names and Numbers (ICANN) has published the Root Zone Label Generation Rules Version 6 (RZ-LGR-6) and Maximal Starting Repertoire Version 6 (MSR-6). The RZ-LGRs define a set of parameters that determine valid Internationalized Domain Name (IDN) labels and their variant labels for the root zone of the Domain Name System (DNS). The MSR is the starting point for the work of the community-based Generation Panels that develop RZ-LGR proposals for the relevant scripts. This work enables top-level domains to be delegated in various languages and scripts in a stable and secure manner.

MSR-6 was finalized following a Public Comment proceeding. This version is upwardly compatible with MSR-5 including Unicode version change from version 11.0 to version 16.0 and other updates in Arabic, Ethiopic, Khmer, and Tibetan scripts. See MSR-6-Overview and Rationale for more details.

Script communities develop RZ-LGR proposals for different scripts or writing systems through the work of Generation Panels (GPs). After the release of the RZ-LGR version 5, the Thaana script community completed the Thaana script RZ-LGR proposal. The RZ-LGR-6, finalized after its Public Comment proceeding, integrates the Thaana script and makes additional updates in Devanagari, Bengali (Bangla), Khmer, and Japanese script RZ-LGRs. RZ-LGR-6 includes the following scripts: Arabic, Armenian, Bangla, Chinese (Han), Cyrillic, Devanagari, Ethiopic, Georgian, Greek, Gujarati, Gurmukhi, Hebrew, Japanese (Hiragana, Katakana, and Kanji [Han]), Kannada, Khmer, Korean (Hangul and Hanja [Han]), Lao, Latin, Malayalam, Myanmar, Oriya, Sinhala, Tamil, Telugu, Thaana, and Thai.

RZ-LGR development follows the Procedure to Develop and Maintain the Label Generation Rules for the Root Zone in Respect of IDNA Labels. A total of 28 scripts have been identified in the Maximal Starting Repertoire for inclusion in RZ-LGR. The remaining scripts will be included in future versions as proposals become available from the relevant GPs.
