Leveraging Synergies in Jordan for integrity and anti-corruption: The Impact of Transparency Initiatives on Reform, Modernization and the Relationship with the Private Sector

The Jordan Customs Department (JCD) and WCO experts met from 13-17 October 2024 with various stakeholder groups in Aman and Aqaba to discuss the next steps in working together to fight corruption and promote integrity with the support of the WCO Anti-Corruption and Integrity Promotion (A-CIP) Programme, with funding from Norway. The initiative contributed to Jordan's specific priority under the Programme: "Level of transparency with customers (service recipients) increased". This aligns well with the Transparency key factor of the WCO Revised Arusha Declaration.

The activities carried out, while focusing on promoting transparency, have also significantly impacted the reform and modernization of Customs procedures and the relationship with the private sector. Meetings focused on the Authorized Economic Operator (AEO) have proven effective in improving communication with the private sector, creating spaces for dialogue between Customs authorities and economic operators that facilitate the identification of challenges and opportunities in the commercial sphere. On the other hand, meetings with Customs officials have been essential to ensure they are informed about the progress and the path the country has taken. These meetings also promote the active participation of the officials, involving them in the activities and fostering a sense of ownership and collaboration.

By fostering an environment of open and effective communication, these meetings have allowed for the understanding of operators' concerns, enriching the decision-making process. This exchange of information and experiences enables Customs authorities to adjust their approaches and procedures, thereby increasing their efficiency and effectiveness. In this way, the improved communication generates a virtuous cycle that benefits all stakeholders involved and promotes an environment of compliance and transparency in trade.

The WCO A-CIP Programme provides technical assistance and capacity-building support to WCO Member administrations implementing integrity-related initiatives in line with the WCO Revised Arusha Declaration.
