Ten years of Impact: Real property centralization at the heart of the CAF mission

Ten years ago, National Defence centralized its entire real property portfolio under the Assistant Deputy Minister (Infrastructure and Environment) [ADM(IE)], creating the Canadian Forces Real Property Operations Group (CF RP Ops Gp). It manages infrastructure that directly supports the Canadian Armed Forces (CAF) mission.

Beyond governance and structures, this decade tells the story of the Defence Team members across the country who apply their expertise to CAF operations and readiness. Administrators, engineers, planners, technicians, civilian and military teams, and industry and municipal partners contribute daily to maintaining and modernizing essential infrastructure.

A national community of expertise

ADM(IE) teams manage an extensive portfolio, including bases, wings, ports, aerodromes, training areas, and specialized facilities. Their expertise includes:

  • real property asset planning and management;
  • engineering and technical services;
  • facilities maintenance and operations;
  • Indigenous affairs management;
  • climate action, environmental and energy management;
  • infrastructure planning in support of operations; and
  • accommodations / housing.

Across Canada, teams work at the heart of bases and wings-often behind the scenes-to ensure facilities remain safe, functional, and aligned with operational needs.

The power of centralization: A stronger and more sustainable portfolio

Centralization has strengthened the national strategy, standardized technical services and maintenance, and focused investments on the CAF's most critical needs. It also enables a sustainable approach, facilitating environmental management and energy transition.

Supporting the mission across the country

Defence infrastructure underpins training, operational readiness, and logistical support. Whether maintaining a northern aerodrome, modernizing a training facility, sustaining residential housing, or supporting domestic emergency operations, ADM(IE) teams are essential.

Their work has:

  • modernized essential facilities;
  • improved energy efficiency and sustainability;
  • strengthened long-term portfolio planning; and
  • supported CAF operations and training.

A decade of commitment and collaboration

This milestone recognizes dedication and collaboration among civilian and military teams, industry partners, and local communities, ensuring resilient infrastructure.

Looking ahead

As operational needs evolve-modernization, energy transition, climate adaptation, and new technologies-ADM(IE) teams will remain central. The integration of the Canadian Coast Guard real property team further strengthens collective capacity.

With projected investments exceeding $16 billion annually over the next five years, this decade reflects both organizational evolution and the commitment of a nationwide community of experts supporting CAF missions.
