Target audience
All individuals and organisations are welcome to contribute to this call for evidence and respond to the public consultation.
The following stakeholders are likely to be most interested in this initiative: (i) governments, including the national authorities in charge of energy efficiency at all levels; (ii) energy service companies; (iii) energy producers and industry associations operating in energy efficiency; (iv) manufacturers of energy efficiency products, such as insulation companies, etc.; (v) non-governmental associations; (vi) academia and think tanks; (vii) local communities and consumers; and (viii) financial institutions (such as the European Investment Bank Group, international financial institutions and national promotional banks and institutions).
In line with the European Commission's Better Regulation policy to develop initiatives informed by the best available knowledge, scientific researchers, as well as academic organisations, learned societies, and scientific associations with energy efficiency expertise, are also invited to submit relevant published and pre-print scientific research, analyses and data. Of particular interest are submissions that synthesise the current state of knowledge in relevant areas.

Questionnaires are available in some or all official EU languages. You can submit your responses in any official EU language.
For reasons of transparency, organisations and businesses taking part in public consultations are asked to register in the EU's Transparency Register.
