WASHINGTON, D.C. -Congressman Seth Moulton (MA-06) today introduced the Healthcare Reinvestment Act, legislation to rescind the massive influx of Immigration and Customs Enforcement (ICE) funding that was enacted in the so-called One Big Beautiful Bill (OBBB) and redirect those taxpayer dollars to extend the Affordable Care Act (ACA) premium tax credits that millions of families rely on to afford health insurance.
"The OBBB nearly triples ICE's budget at a time when American families across the country are facing higher healthcare premiums due to the ACA premium tax credits lapsing," said Congressman Moulton. "Congress should first find the money to keep healthcare affordable before it wastes tens of billions of dollars to expand ICE and its lawlessness. This bill makes a clear choice: to invest in healthcare and the wellbeing of Americans everywhere, not wasteful government overreach and state-sponsored violence in our streets."
The Healthcare Reinvestment Actwould restore ICE funding to its FY24 level of approximately $10 billion per year, and would allocate the excess funds to extend the ACA premium tax credits under Section 36B of the Internal Revenue Code.
The bill also requires the Treasury Department to publish annual public reports detailing how many individuals retain access to affordable coverage as a result of this reinvestment.
Secretary Noem has recently attempted to cite the OBBBA fundsas a justification for why she believes she could evade a recent court ruling that congressional visits to ICE detention facilities are required by regular appropriations bill. Such specious attempts to use the OBBBA as a justification for avoiding Congressional oversight and existing law demonstrates why Secretary Noem should not be entrusted with the vast sums of money made available under the OBBBA.
