Call for applications: candidate energy infrastructure Projects of Common and Mutual Interest – electricity and smart grids

Today, the Commission has opened a call for applications under the TEN-E Regulation for energy infrastructure projects in the hydrogen, electrolyser and CO₂ categories seeking Project of Common Interest (PCI) or Project of Mutual Interest (PMI) status.

The call will remain open from 25 June until 30 September 2026 (midnight).

Applications for the remaining categories - electricity, smart electricity grids and smart gas grids will open in September 2026.

How to apply?

Promoters of projects interested in becoming PCIs or PMIs are invited to submit an application via the channels mentioned below:

For hydrogen and electrolyser projects

For CO₂ transport and storage projects

Next steps after project submission

Projects will be screened against the eligibility criteria and assessed under the TEN-E Regulation. Those meeting all regulatory requirements will then be evaluated and ranked by the TEN-E Regional Groups and may be proposed for inclusion in the 3rd Union list of Projects of Common Interest (PCIs) and Projects of Mutual Interest (PMIs).

The delegated act containing the Union list of Projects of Common and Mutual Interest will be adopted by the Commission by the end of 2027 and enter into force in early 2028 if no objection is expressed by the European Parliament or Council.

  • September 2026 - January 2027: Identification of system needs
  • December 2026 - March 2027: National Regulatory Authorities consultation and Public consultation on the candidate projects
  • January - May 2027: Assessment of the candidate projects
  • May-June 2027: Technical decision-making body meeting
  • June - September 2027: ACER opinion on the draft list
  • October - November 2027: High-level decision-making body meeting and final Union list

PCI-PMI process: CO2 transport and storage

  • 25 June - 30 September 2026: Project submission
  • September 2026 - May 2027: Assessment of the candidate projects
  • December 2026 - March 2027: Public consultation on the candidate projects
  • May - June 2027: Technical decision-making body meeting
