Armed 'Crumb Dealer' Captured with 2 Guns During Camping Ordinance Enforcement at NE 119th Ave & NE Halsey St

An armed drug dealer, known as a "crumb dealer," was arrested Wednesday during a mission involving an ongoing effort to address unlawful camping in the Hazelwood neighborhood.

On Wednesday, March 4, 2026, members of East Precinct Neighborhood Response Team (NRT) were addressing tents unlawfully blocking a sidewalk near Northeast 119th Avenue and Northeast Halsey Street. Officers saw a man with a firearm holstered on his hip. Officers safely detained the individual.

During the investigation, the subject was identified and found to be in possession of a second concealed firearm and multiple types of narcotics that were prepackaged and ready for sale. Officers also located a significant amount of small-denomination currency, consistent with street-level drug sales. The narcotics packaging was highly organized and intentional. Several packages were wrapped in foil, a material commonly used to smoke fentanyl and other narcotics. Testing confirmed the presence of fentanyl. Many of the foil packages were marked in Sharpie with prices, including amounts such as $1, $3, $5, $20, $24, and $25.

This is exactly the type of drug dealer East NRT is focused on identifying and apprehending, individuals who prey on vulnerable members of our community. Officers have repeatedly observed open-air drug use occurring near the BottleDrop located at Northeast 122nd Avenue and Northeast Glisan Street, where individuals purchase narcotics from suspected dealers, often using small bills to pay for the drugs, and immediately smoke them nearby. This cycle continues while other community members come to the same location simply to recycle bottles they have collected.

Our goal is to focus enforcement efforts on drug dealers while ensuring that people struggling with addiction are offered help and services. The collaboration between police and City of Portland service partners, supported through the city's camping ordinance, has allowed us to engage with this community in a more meaningful way. It enables officers to identify and apprehend individuals who are exploiting vulnerable populations while also offering resources to those experiencing homelessness or addiction. When officers make contact in these situations, service providers are present on scene. Individuals have the opportunity to accept assistance, including connections to shelter, outreach services, and support programs.

Summary of Seized Items

  • Officers seized two loaded firearms during the incident.
  • A total of $811 in cash was recovered, 261 of which were $1 bills.
    • Approximately 15 grams of fentanyl powder
    • An additional ~11 grams of fentanyl in various containers and foil packets, including 24 foil packets containing fentanyl packaged for sale
    • 24 grams of methamphetamine in a plastic bag
    • 28 grams of an unknown substance described by the suspect as a "nerve blocker"
    • Less than 1 gram of suspected LSD in a labeled bag
  • Prescription and other pills seized:

    • 55 blue pills and 34 orange pills identified as amphetamine/dextroamphetamine
    • 9 white pills identified as codeine
    • 1 white pill identified as tizanidine
    • 81 orange pills identified as clonidine
  • Drug distribution materials recovered:
    • Multiple digital scales with suspected drug residue
    • Packaging materials, including foil packets marked with prices

Controlled substances recovered included:

Ian M. Harrower, 41, was arrested and lodged at the Multnomah County Detention Center on charges including Unlawful Delivery of a Controlled Substance, Felony Possession of Fentanyl, and Unlawful Possession of a Firearms.

This is another example of our partnership with the community, which helps identify areas of concern in their neighborhoods. The Portland Police Bureau encourages community members to report suspicious activity and continue partnering with law enforcement to help keep neighborhoods safe.
