Stafford County has created an information hub on its website for the North Anna-Kraken Loop Electric Transmission Project. The Dominion Energy project includes building a new, approximately 70-mile 500-kilovolt (kV) transmission line connecting the existing North Anna Substation to the proposed Kraken Substation in Caroline County, continuing through Stafford County into Fauquier County. Stafford's Board of Supervisors voted at its December 2, 2025, meeting to pass resolution R25-303, which opposed alignments negatively impacting Stafford County, requested additional engagement from Dominion Energy, and required the County Administrator to send letters to Dominion and the SEC.
The information hub has links to Dominion's Kraken website, with details on the project and its approval process. The hub also features a timeline of the Stafford Board's actions and updates on those actions. There is a section of FAQs and a link for residents to see any impact on their properties.
The Virginia State Corporation Commission facilitates the approval process for new power lines. According to Dominion Energy's website, the company expects to submit documents to begin the process in the second quarter of 2026.
