Second EU-Taiwan Semiconductor Industry Dialogue

On 31 August, the European Commission, in partnership with the European Economic and Trade Office (EETO) in Taiwan, organised the second Europe-Taiwan Semiconductor Industry Dialogue in Taipei, held in the margins of SEMICON Taiwan 2026.

The ChipDiplo consortium, co-funded by the EU, facilitated the event. It brought together representatives from European and Taiwanese semiconductor companies across different parts of the value chain, as well as research and technology institutes, to discuss the future of EU-Taiwan industrial cooperation in semiconductors and AI.

Building on the first edition of the Europe-Taiwan semiconductor industry dialogue held in November 2025 during SEMICON Europa in Munich, this second dialogue focused on how the new European Chips Act 2.0 legislative proposal and the accelerating demand for AI chips and data centre infrastructure in Europe are reshaping the EU-Taiwan industrial collaboration.

Opportunities for Taiwanese companies in Europe's AI stack

A first panel reflected on Taiwan's role in building Europe's AI stack and meeting the continent's rising demand for chips and data centre capacity, as European industries scale up AI adoption. Panellists discussed the opportunities available to Taiwanese companies for investment in Europe, and how these companies can move beyond a traditional foundry role to become broader AI infrastructure partners. A second panel explored EU-Taiwan cooperation on AI chip design, focusing on how Europe's growing ambitions in chip architecture, chip design tools and IP development can complement Taiwan's strengths in foundry services, packaging and system integration.
