Ministerial Committee on EU Affairs discusses partnership plan for EU's next multiannual financial framework

On Friday 4 September, the Ministerial Committee on European Union Affairs discussed the national and regional partnership (NRP) plan related to the EU's next multiannual financial framework. The other items on the agenda were technological sovereignty and the upcoming informal meeting of agriculture ministers.

The Ministerial Committee discussed Finland's national preparations for the NRP plan related to the EU's next multiannual financial framework, which will serve as the Union's long-term budget for 2028-2034. As part of the reform of the financial framework, the appropriations allocated to Member States in the next framework will be pooled into a single fund.

The NRP plan is being drawn up in broad-based cooperation with a variety of stakeholders. The Ministerial Committee on EU Affairs and the Ministerial Committee on Economic Policy will meet regularly to discuss the plan in autumn and winter 2026-2027.

The Ministerial Committee on European Union Affairs also discussed two Commission proposals for regulations that are part of the Technological Sovereignty Package. The proposals aim to strengthen the EU's expertise, resilience, investments and capacity in cloud services, artificial intelligence and chips. Finland's positions on the proposed regulations on the development of cloud services and artificial intelligence and on the updated Chips Act will be made public once they have been discussed in a government session.

The ministerial committee also outlined Finland's positions for the upcoming informal meeting of agriculture ministers. Discussions at the meeting in Dublin on 6-8 September will focus on the Commission's communication on the Livestock Strategy and Protein Action Plan.
