This opinion considers the effects of demolition of existing structures and piles, in-water pile driving of steel piles (vibratory and impact), excavation and the placement of fill in marine waters, construction vessel traffic, and support operations.

This opinion considers the effects of demolition of existing structures and piles, in-water pile driving of steel piles (vibratory and impact), excavation and the placement of fill in marine waters, construction vessel traffic, and support operations.

The action may affect the endangered North Pacific right whale and their critical habitat, threatened Mexico Distinct Population Segment humpback whale and their critical habitat, endangered Western North Pacific DPS humpback whale and their critical habitat, endangered blue, endangered fin whale, endangered sperm whale, endangered Sei whale, and the endangered Western DPS Steller sea lion and their critical habitat.

This biological opinion is based oninformation provided in the Biological Assessment provided by the AKDOT&PF's contractor, PND Engineers, Inc., the IHA application and the proposed IHA (90 FR 60653; December 29, 2025). A complete record of this consultation is on file at NMFS's Anchorage, Alaska office.
