Massimiliano Paolucci is the World Bank Country Manager for Kosovo and for North Macedonia. This op-ed was originally published in Albanian in the special New Year's print edition of the newspaper Koha Ditore.
As we welcome a new year, I wish to extend my heartfelt wishes for a 2025 filled with prosperity, hope, and progress. This is a moment to reflect on the incredible strides Kosovo has made over the years and to look forward with optimism to the opportunities ahead.
Since my arrival to Kosovo four years ago, I have been fascinated by its landscape and the resilience, determination, and immense potential of its people. Your journey as the youngest nation in Europe has been remarkable-from significant reductions in poverty to steady economic growth and a commitment to building a bright and inclusive future.
Kosovo has shown resilience in the face of global economic uncertainties, a testament to the efforts to improve the business climate, attract foreign investment, and support local enterprises. The rise in entrepreneurial activities, particularly in the technology and service sectors, has been a significant driver of this growth.
Living standards in Kosovo have significantly improved over the years. Since 2008, income per capita has increased by nearly 50%, while poverty has been cut by 35%. In the short span of nine years after joining the World Bank Group, Kosovo has moved from being a low-income economy to achieving upper-middle-income status. This is remarkable progress.
These achievements are a testament to the strength and talent of the people of Kosovo, but also of successful collaboration with international partners, including the World Bank Group.
As it continues to carve out its path on the global stage, Kosovo is facing a myriad of challenges but also opportunities. Kosovo's economy is expected to grow steadily. Continued reforms and strategic investments will likely boost growth and living standards in the near future.
To sustain and enhance growth, Kosovo can benefit by investing in its people, addressing infrastructure bottlenecks, creating a more conducive environment for private sector development, improving the efficiency of public administration and ensuring that the rule of law is effective and transparent. Promoting environmental sustainability and fulfilling the EU's environmental acquis are also essential steps.
Kosovo's young population is often cited as one of its greatest assets. This represents a development potential but also points out the pressing need for investment in youth. The current education system, although improving, still falls short in equipping young people with the skills needed to secure more sophisticated and better paid jobs, both at home and overseas.
At the World Bank, we are proud to stand by your side as a steadfast partner in this journey. Together, we have worked for almost three decades to improve infrastructure, create jobs, enhance public services, and promote green growth, ensuring that no one is left behind. Our shared efforts reflect the trust and collaboration that define our partnership.
The World Bank has financed projects to enhance digital connectivity and water management, addressing some of Kosovo's critical bottlenecks. It has supported energy efficiency programs and renewable energy initiatives, helping Kosovo align with global environmental goals. It has also supported strengthening of country's human capital through investments in health care, education and social assistance.
All World Bank Group's initiatives in Kosovo align closely with country's development priorities, including its ambitions for European Union integration.
By addressing Kosovo's developmental challenges, advocating for sustainable policies, and investing in transformative projects, the World Bank Group continues to strengthen its partnership with Kosovo, paving the way for a brighter future. We remain deeply committed to support Kosovo's development with our knowledge, financing and expertise. This enduring relationship demonstrates our determination for Kosovo's success and stability.
Finally, let me reiterate that while the road ahead for Kosovo is fraught with challenges, it is also rich with opportunities. With the right policies and a committed effort from both the government institutions and the private sector, Kosovo can realize its potential and ensure that the next decade is one of economic growth and prosperity.
As we look ahead to 2025, I am filled with hope and optimism. I see a shared commitment to addressing the challenges that remain and ensuring that every citizen has the tools and opportunities to thrive. Kosovo's vibrant energy and creativity inspire me to believe that this is possible.
