Small-business owners, entrepreneurs and startups will have an opportunity to learn about International Traffic in Arms Regulation (ITAR) and how that impacts intellectual property (IP) management in research and development Friday, Sept. 12.

The Wyoming SBDC Network offers business expertise to help Wyoming residents think about, launch, grow, reinvent or exit their business. The Wyoming SBDC Network is hosted by the University of Wyoming with state funds from the Wyoming Business Council and funded, in part, through a cooperative agreement with the U.S. Small Business Administration.
The webinar will examine the ITAR framework and its critical intersection with IP management in research and development. Special attention will be given to technical data controls within research teams, and the practical implications for documentation and disclosure practices when dealing with ITAR-controlled technologies. The webinar also will explore the Bayh-Dole Act's requirements, particularly focusing on the obligation to report federally funded inventions, election of title timelines and the government's march-in rights. Understanding these compliance requirements is crucial, as they directly impact both IP protection strategies and potential commercialization pathways.
Falconer, intellectual property adviser for Tambourine Innovation Ventures, has more than 20 years of consulting and technology experience in the areas of intellectual property licensing, technology commercialization, innovation strategy, expert testimony on damages and IP valuation, and data analytics. He has served as a guest lecturer on intellectual property damages at the University of San Francisco School of Law and the University of Kansas School of Law, and he has lectured on patent policy at the University of Missouri-Kansas City School of Pharmacy.
