County Executive Henry announces departure of CFO; names David Del Grande as Acting CFO

NEW CASTLE - Today, New Castle County Executive Marcus Henry announced that Chief Financial Officer Jill Floore will be ending her tenure in County government to pursue a new professional opportunity at the University of Delaware. Appointed by the County Executive, the Chief Financial Officer heads the Office of Finance and manages the financial health of the County. Floore was one of the first appointments made by County Executive Henry. Prior to her return to New Castle County government, Floore served in key leadership positions, including CFO for Brandywine School District and Red Clay Consolidated School District, where she oversaw significant budgets and funding initiatives.

"Jill has been an exceptional leader and key expert in financial matters as we've navigated the beginning of my Administration," County Executive Marcus Henry said. "Her deep technical knowledge and background in state, County, and local finance have been invaluable. I am sad to lose such an effective advisor, but I wish her much success in her next endeavor."

"From our very first days together, we have been hard at work addressing immediate deadlines, while at the same time working through long-term projects like reassessment and future planning that supports the critical services delivered by New Castle County."

In her time at the County, Floore's contributions have been both impactful and far-reaching. With her leadership, New Castle County concluded their first property tax reassessment in over 40 years, successfully passed the FY2026 Operating and Capital budgets, and prepared for the upcoming 2025 Bond Sale.

County Executive Henry named New Castle County Chief of Technology & Administrative Services David Del Grande to serve as Acting Chief Financial Officer. Del Grande has been Chief of Technology & Administrative Services since February 2025. He returned to County government, bringing more than 30 years of experience in government and financial management, including 18 years with the County's Office of Finance. He formerly served as Finance Director for the City of Newark and oversaw critical operations for the City, including budgeting, utility billing, and information technology. Jon Yearly, the current Deputy Chief of Technology, will take over as Acting Chief of Technology & Administrative Services.

"David's extraordinary work in our Administration so far and his impressive work history make him the perfect fit to take on this role while we work with County Council to confirm his appointment," County Executive Henry said. "I appreciate his and Jon's willingness to step in at a crucial time as we continue our work to better New Castle County."
