On 30.01.2026, was published in the Official Gazette of Romania no. 76 (Part I) The Ordinance for amending and completing the Government Emergency Ordinance no. 70/2022 on preventing, verifying and ascertaining irregularities/double financing, serious irregularities in obtaining and using non-reimbursable/reimbursable external funds allocated to Romania through the Mechanism of recovery and resilience and/or the national public funds attached thereto and the recovery of the resulting claims.
The new ordinance complements anti-fraud measures aimed at protecting EU financial interests through European funds allocated to Romania under the National Recovery and Resilience Plan (NRPR).
Through these amendments, Romania strengthens its fraud prevention and control system, ensuring the correct and efficient use of European funds from PNRR and the compliance with the commitments assumed by the Loan Agreement with the European Commission.
By adopting the normative act, Romania aligns itself with the member states that reported, in 2025, the irregularities and suspicions of fraud found within the Recovery and Resilience Facility, to OLAF, through the AFIS-IMS (Irregularity Management System IMS).
Fight Against Fraud Department has reaffirmed its commitment and determination in the fight against fraud, in accordance with its obligations, according to Article 325 of the Treaty on the Functioning of the European Union (TFEU).
