Description:

The County of Sonoma Department of Health Services (Department) is pleased to invite you to respond to a Request for Proposals (RFP) for Family and Client Education and Support Program.

Overview:

The Behavioral Health Services Act (BHSA) modernizes California's behavioral health system to improve access, integration, and outcomes across mental health and substance use disorder services. BHSA emphasizes equity, early access to care, and recovery-oriented systems that support individuals and families in achieving long-term wellness. Within this framework, Full-Service Partnership (FSP) programs provide intensive, wraparound services to individuals with significant behavioral health challenges. These services are designed to support stability, recovery, and community integration through a "whatever it takes" approach.

The Family & Client Education & Support Program is a critical component of the FSP continuum. This program is designed to strengthen the capacity of individuals and their families to navigate the behavioral health system, build resilience, and actively participate in recovery.

Proposal Submission:

Proposals must be received no later than the date and time listed in the schedule, or as revised by addendum. The proposal due date is subject to change. If the proposal due date is changed, all known recipients of the original RFP will be notified of the new date.

Proposers may submit proposals by either of the methods listed below.

  1. Electronic Submission via the County of Sonoma Supplier Portal

    Submit one (1) electronic copy of the full proposal and attachments to the County of Sonoma's Supplier Portal. The link to the Supplier Portal is:

    https://esupplier.sonomacounty.ca.gov/.

    Note: Proposers must be registered to submit electronic proposals. See registration instructions on the Supplier Portal link above.

  2. Hard Copy Submission Either In-Person or by Mail

Submissions may be delivered in person or sent via mail or shipping service.

Specifically, proposers must submit per the schedule, or as revised by addendum, both:

  • One (1) signed original hard copy.
  • One (1) electronic copy on a flash drive.

Proposals must be enclosed in a sealed envelope or package and clearly marked "Department of Health Services, Family & Client Education & Support Program Services RFP." Proposals must be submitted at or before 2:00 pm on the due date. The official time for submission will be determined by the clock displayed on the lobby monitor.

Submittals received after 2:00 pm will not be accepted.

Faxed and/or emailed submissions will not be accepted.

Pre-Bid Conference:

An optional virtual pre-bid conference webinar will be held online via Zoom on Wednesday, May 20, 2026 at 11:00 AM to answer questions regarding the RFP specifications and process.

Living Wage:

The living wage rate required under the County's Living Wage Ordinance (LWO) has increased from $18.10 to $23.15 per hour effective July 1, 2025. The adjustment was adopted by the County's Board of Supervisors on January 14, 2025, in accordance with Sonoma Municipal Code section 2-377(d). All covered employees must be paid at least the increased living wage rate.

Note effective July 1, 2026, the living wage rate required under the LWO is $23.84 per hour, an increase over the previous $23.15 per hour. This is in accordance with Sonoma Municipal Code section 2-377(d).

Supplier Portal:

Login to the County of Sonoma's Supplier Portal to view the RFP and all supplemental documents. You must be registered in the County of Sonoma's Supplier Portal (https://esupplier.sonomacounty.ca.gov/) in order to login and view, upload, and download all solicitation documents, and to submit electronic proposals or bids. For questions regarding the Supplier Portal, email [email protected]. It is incumbent upon all interested parties to check for any changes, including updates or addenda, by logging into the County's Supplier Portal and reviewing the event.
