CIS Experts Discussed Introduction of Digitalization, Use of AI, and Protection of Rights of Doctors and Patients

A meeting of the IPA CIS Expert Advisory Board on Public Health on the topic: "Improving cooperation between CIS countries on the application of evidence-based medicine principles and the development of national evidence bases in healthcare, taking into account national legislation" was held in St. Petersburg.

The main issue of the meeting was the development of digital healthcare.

The event was chaired by Chair of the IPA CIS Expert Advisory Board on Public Health, Professor of the Department of Neurosurgery at the Kirov Military Medical Academy, Academician of the Russian Academy of Sciences Yury Shcherbuk.

The meeting was attended by representatives of the World Health Organization, the CIS Executive Committee, national academies of sciences and universities of the CIS Member States, leaders of patient and professional non-profit organizations, as well as the leadership of the international non-governmental organization "Eurasian Cooperation for Clinical Guidelines and Public Health Development."

IPA CIS Secretary General Dmitriy Kobitskiy delivered a welcoming speech. He said that, at the suggestion of the Expert Advisory Board, a Model Law on Digital Healthcare had been developed and adopted. He also said that work in this area would continue within the Working Group on Digital Healthcare, which was proposed to create.

Executive Secretary of the IPA CIS Expert Advisory Board on Public Health Evgenia Vladimirova familiarized the participants with the Model Laws and Recommendations adopted by the CIS Interparliamentary Assembly at the Expert Advisory Board's suggestion, and also informed them about the proposals that are being submitted to the Prospective Plan for Model Lawmaking of the Commonwealth of Independent States for 2026-2028.

The meeting discussed international projects and recommendations aimed at unifying standards for the assessment of healthcare technologies and the management of the quality of medical care. The issue of preparing a Model Law on Blood Donation was also raised.

Participants discussed the ethical aspects of the use of artificial intelligence in medicine.

In addition, participants touched upon issues related to the development of postgraduate education for doctors in certain CIS countries, the prospects for evidence-based medicine, and disability prevention.
