Ranking Member Shaheen Celebrates House Introduction of the Lindsey O. Graham Sanctioning Russia and Iran Act

WASHINGTON - Today, U.S. Senator Jeanne Shaheen (D-NH), Ranking Member of the Senate Foreign Relations Committee, issued a statement following the introduction of the bipartisan Lindsey O. Graham Sanctioning Russia and Iran Act of 2026 in the U.S. House of Representatives by Representatives Michael McCaul (R-TX) and Steny Hoyer (D-MD).

"I'm glad that the same spirit of bipartisan cooperation that carried this legislation through the Senate is reflected in the introduction of the Sanctioning Russia and Iran Act in the House," said Ranking Member Shaheen. "It's clear that this legislation will deal a decisive blow to the Kremlin's coffers and would be a boon to Ukraine's war effort and morale. I commend Representatives McCaul and Hoyer on leading this bipartisan effort in the House because it is past time to get this bill signed into law and hold Putin and his enablers to account."

Last week, the Senate passed this legislation by an overwhelmingly bipartisan majority vote of 86 to 11. This House companion legislation is identical to the Senate version.

Joining McCaul and Hoyer as original cosponsors of the House companion legislation are Co-Chair of the Congressional Ukraine Caucus Joe Wilson (R-SC); Co-Founder and Co-Chair of the Congressional Ukraine Caucus Marcy Kaptur (D-OH); Co-Chair of the House Baltic Caucus Don Bacon (R-NE); Rep. Jake Auchincloss (D-MA), House Armed Services Committee Chairman Mike Rogers (R-AL), Reps. Jill Tokuda (D-HI), Mike Turner (R-OH), Gabe Vasquez (D-NM), Ann Wagner (R-MO), Josh Gottheimer (D-NJ), Andy Barr (R-KY), and Ed Case (D-HI); Co-Chair of the Congressional Ukraine Caucus Brian Fitzpatrick (R-PA); and Reps. Eugene Vindman (D-VA), Nathaniel Moran (R-TX) and Chrissy Houlahan (D-PA).

Ranking Member Shaheen has been a leading advocate of the legislation, delivering floor speeches (on August 7, 2026 and on July 28, 2026) in support of the bill's passage, speaking across media on the legislation and issuing a statement on the bill's Senate passage.
