Blue Cross NC Reports More Than $1 Billion in Savings Through Value-Based Care

DURHAM, NC - Blue Cross and Blue Shield of North Carolina (Blue Cross NC) today announced that its value-based care arrangements have generated more than $1 billion in savings since 2019, while delivering meaningful improvements in quality and outcomes for millions of members statewide.

Blue Cross NC's results reflect collaboration with North Carolina providers to move toward innovative payment models that reward better health outcomes and care coordination for members while reducing costs overall.

"Value-based care is grounded in strong partnerships with providers across North Carolina joining our commitment to bend the cost curve while improving the quality of care our members receive," said Greg Moon, Vice President of Provider Experience and Strategy at Blue Cross NC. Delivering measurable impact

Today, Blue Cross NC's value-based care arrangements include:

  • Approximately 3 million members receiving care through value-based programs
  • Participation from 76% of eligible providers across commercial and Medicare networks
  • More than 70 active value-based agreements across primary and specialty care
  • Collaboration with 18 of the state's 20 largest health systems

Since 2019, Blue Cross NC has:

  • Generated over $1 billion in savings
  • Delivered more than $630 million in shared savings and incentive payments to providers
  • Achieved double-digit improvements in key chronic care quality measures

These results are driven by programs that hold both Blue Cross NC and provider partners accountable for improving outcomes while managing costs, particularly through arrangements that include shared financial risk. Blue Cross NC's value-based care models are designed to support providers, including infrastructure support, flexible financial structures and alignment on meaningful quality measures.

Expanding value-based care beyond primary care

Building on the success of its primary care programs, Blue Cross NC has expanded value-based care into specialty areas that drive significant cost and quality outcomes, including:

  • Advanced kidney care
  • Cardiology
  • Orthopedics and musculoskeletal care
  • Maternity care
  • Gastrointestinal care

Blue Cross NC began its shift toward value-based care in 2012 and continues to expand these models as a cornerstone of its strategy to improve the health and well-being of North Carolinians.
