TOPLINE:

  • The Environment and Public Works Committee's (EPW) title brings certainty to energy producers, saves and creates energy jobs, and lowers energy costs for American families by eliminating the Inflation Reduction Act's (IRA) natural gas tax for 10 years.
  • It also promotes fiscal responsibility by rescinding taxpayer dollars spent through the wasteful and bloated IRA, unleashes American infrastructure by creating a program providing for expedited environmental reviews, and repeals another prong of Democrats' electric vehicle mandate.

STOPPING DEMOCRATS' NATURAL GAS TAX:

  • EPW's title pauses the tax on methane emissions for 10 years and rescinds all unobligated funding in section 60113 of the IRA.
  • Stopping Democrats' natural gas tax is essential to American energy dominance and protects American energy producers and workers from a constraint on natural gas production that would lead to increased energy prices, job losses, and a boost to Russia's production of natural gas.

RESCINDING UNOBLIGATED IRA DOLLARS:

  • EPW's title repeals all EPW sections of the IRA with obligated funding and rescinds all unobligated funds. These unobligated funds from Democrats' IRA were put towards duplicative and wasteful initiatives with little oversight or accountability to the American taxpayer.

ADDITIONAL PROVISIONS:

  • Creates an opt-in fee program at the Council on Environmental Quality for expedited environmental reviews under the National Environmental Policy Act.
  • Repeals the final rule issued by the Biden-EPA relating to tailpipe emission standards as part of Democrats' EV mandate.
  • Provides funds needed for the repair, restoration, maintenance backlog, and security structures of the Kennedy Center's building and site.
