05/18/2026 Josephine County Board of Commissioners Weekly Update

Josephine County, OR - The Josephine County Board of Commissioners conducted multiple meetings this week involving public safety, solid waste services, county policies, workforce development, natural resource management, property administration, and long-term organizational planning.

During the June 16 Administration Workshop, the Board approved a renewal agreement with Restorative Solutions to provide restorative justice training and support services for Community Justice programs. Commissioners discussed the value of restorative justice practices in promoting accountability, repairing harm, and supporting positive outcomes for youth and families involved in the justice system.

The Board also considered a revised resolution affirming tobacco retail enforcement as a strategy to prevent youth access to tobacco and nicotine products while recognizing lawful adult consumer access and supporting regulated retail businesses. Following discussion, the Board rescinded a previously adopted resolution and approved a revised version through a properly noticed public process.

Public Works staff presented a request from Rural Metro Fire and the Oregon Department of Forestry to improve emergency access near Devil's Slide. Commissioners discussed wildfire response needs, emergency vehicle access, and long-term maintenance considerations. The Board directed staff to proceed with temporary access authorization while developing a more formal agreement for future consideration.

Forestry staff presented three timber sale contracts associated with County forestlands. The Board approved the Pumpchance, Butte, and Winona-Orofino timber sales, supporting ongoing forest management activities and timber revenue generation for County operations.

The Board additionally reviewed numerous personnel and organizational matters involving Community Justice, the District Attorney's Office, Public Works, the Sheriff's Office, Transit, and Fairgrounds operations. Discussions focused on recruitment, retention, workforce development, operational continuity, and implementation of staffing changes approved through the Fiscal Year 2026-2027 budget process.

Commissioners also received a presentation from the Oregon Groundwater Association regarding proposed state groundwater rulemaking and potential impacts on private well owners, agricultural operations, and water management practices throughout Southern Oregon. The Board directed staff to return the matter for additional discussion and public awareness.

At the June 17 Weekly Business Session, the Board conducted the first reading of an ordinance amending Chapter 2.05 of the Josephine County Code relating to meetings of the Board of Commissioners. The proposed amendment would simplify County Code provisions governing executive sessions by relying upon applicable Oregon Public Meetings Law and Charter requirements while maintaining compliance with evolving legal standards. The ordinance was advanced to a second reading scheduled for July 1, 2026.

The Board also held public hearings regarding the proposed Fiscal Year 2026-2027 budgets for both the Josephine County 4-H/Extension Service District and the Josephine County Law Enforcement Service District. Public testimony received during the Extension Service District hearing emphasized the importance of youth development programs, agricultural education, and community services provided through Oregon State University Extension. Formal budget adoption for both districts is scheduled for June 24, 2026.

Additional Board actions included approval of the transfer of County-owned improvements located on Bureau of Land Management property at Upper Powell Creek, eliminating future liability associated with deteriorating structures on the site. The Board also approved Resolution No. 2026-028 consenting to the assignment of Southern Oregon Sanitation's franchise interests as part of the proposed ownership transition to Waste Connections. Representatives emphasized that local operations, staffing, customer service functions, franchise obligations, and existing rate review processes will remain unchanged following the anticipated ownership transfer.

Commissioners further approved several updates to County administrative and personnel policies involving contract approval authority, advisory bodies, personnel requisitions, personnel actions, employee travel, and workplace animal policies. Legal Counsel explained that the revisions were intended to improve administrative efficiency, clarify responsibilities, and streamline County operations while maintaining appropriate oversight and accountability.

During the meeting, Commissioner Richardson also presented a five-year financial projection discussing anticipated budget challenges associated with personnel costs, health insurance, PERS obligations, and revenue growth. Commissioners discussed the importance of long-range financial planning and maintaining sustainable County operations while continuing to provide essential services to residents.

Throughout the week, Commissioners continued participating in public outreach, wildfire preparedness efforts, intergovernmental coordination, and community engagement activities. Commissioners encouraged residents to remain informed regarding fire season conditions, evacuation preparedness resources, emergency notification systems, and community events occurring throughout Josephine County.
