This opinion considers the effects of removing piles, in-water pile driving of steel piles, construction vessel traffic, and support operations in Kachemak Bay on the north side of Homer Spit near Homer, Alaska. The proposed action would replace the gangway at Ramp 6 and address the failing infrastructure at the harbor that has reduced mooring capacity over the years.
The action may affect threatened Mexico Distinct Population Segment (DPS) humpback whale and their critical habitat, endangered Western North Pacific DPS humpback whale and their critical habitat, endangered fin whale, endangered Cook Inlet beluga whale and their critical habitat, and the endangered Western DPS Steller sea lion and their critical habitat.
This biological opinion is based on information provided in the Biological Assessment provided by the USACE's non-federal designee, Solstice Alaska Consulting, Inc., and the IHA Application and Proposed IHA (91 FR 16651, April 2, 2026).
