With Premier Cho Jung-tai's active and innovative (AI) Cabinet approaching its second anniversary in office on May 20, the Executive Yuan on Tuesday convened a press conference to present the government's achievements over the past two years and outline its future priorities. The premier said that the government will continue advancing policies on water resilience, transportation infrastructure, flood control, regional development and expanded social welfare, as well as the Long-term Care Plan 3.0, the 10 major artificial intelligence projects, the 13 strategic industries, and a comprehensive support program for ages 0-18 designed to create a more robust intergenerational care system. These efforts are intended to realize a national development blueprint focused on defending Taiwan and elevating its global presence.
Premier Cho noted that despite various international developments in the past year-including shifts in U.S. tariff policy, the ongoing Russia-Ukraine war and conflicts in the Middle East-Taiwan's economy has remained resilient, with export orders in 2025 hitting a record high of more than US$743.7 billion. To help stabilize livelihoods, CPC Corporation, Taiwan, and Taiwan Power Company (Taipower) are absorbing costs to keep domestic fuel and electricity prices the lowest among neighboring countries, so as to maintain price stability and promote industrial development.
In the past two years, the Cabinet has delivered progress in three key areas: promoting industrial upgrading and wage growth, expanding social welfare and universal care, and fostering balanced development across Taiwan while investing in the future. Several major infrastructure projects have been completed and brought into operation over the past year, including the North Concourse of Taoyuan International Airport Terminal 3, the Danjiang Bridge and the Third LNG Receiving Terminal. In addition, Micron Technology has established operations at the Tongluo Science Park in Miaoli County; the National Center for Geriatrics and Welfare Research in Yunlin and the AI Robotics Innovation & Development Center in Tainan have officially opened; the Niaozuitan Artificial Lake project has been completed; the Ministry of Sports was formally inaugurated last year; the first satellite in the FORMOSAT-8 constellation was successfully launched; and Hai Kun, the first domestically built submarine, has produced promising results in multiple sea trials. Going forward, the government will actively uphold its responsibility to ensure national security, while firmly pursuing President Lai Ching-te's national vision of competing in the space industry, developing Taiwan's strengths as a maritime nation and achieving balanced development across Taiwan.
The premier said that the government still has important work ahead. This includes formulating a new population strategy to address the declining birth rate, and introducing legislation to promote the transformation and upgrading of micro-, small and medium-sized enterprises. On the diplomatic front, the government will continue to press forward even in the face of various challenges, and in tariff negotiations with the U.S., it will strive for the most favorable terms while safeguarding national interests, industrial interests, public health and food security.
Disaster prevention and response preparations will begin earlier this year to give the public greater peace of mind, and in energy transition, the government will continue promoting a diversified second energy transition and green energy development, while also making comprehensive preparations across all aspects of energy policy. Efforts to combat fraud will be reinforced to help maintain social stability, and various programs under the "Healthy Taiwan" policy vision will continue to be expanded, demonstrating the government's resilience and capacity for effective implementation.
Premier Cho further emphasized that all policy initiatives and infrastructure projects entail significant challenges, requiring forward-looking planning and sufficient support from the national budget. He therefore urged the Legislative Yuan to promptly review the central government's 2026 general budget proposal, which is vital to national development, as well as the special defense bill to uphold national security, so that funding can be swiftly utilized.
The premier noted that Taiwan held its first direct presidential election 30 years ago, which led to the Third Taiwan Strait Crisis, and that the Chinese Communist Party's military pressure by sea and air has continued ever since. Moving forward, the government will advance all policies and initiatives with a firm commitment to the goals of defending Taiwan and elevating its global presence.
