Over the past two years, the Colorado Springs Police Department has invested in new technology to improve response times, enhance citizen and officer safety, and increase our efficiency and the services we provide. Current and contracted technology additions include new body worn cameras, new Tasers, a combined digital evidence platform, expansion of the CSPD drone program, development of the Real-Time Crime Center, new vehicle intelligence cameras, and several other systems.
In response to increasing technology costs, in November 2025 the CSPD requested City Council establish a dedicated funding stream for police technology. This funding stream is known as the 'Police Technology Surcharge'.
On November 25, 2025, the Colorado Springs City Council passed the 'Police Technology Surcharge' and added it to Colorado Springs City Code 1.1.201: General Penalty. The surcharge applies to any Colorado Springs Municipal Court conviction for a criminal ordinance violation, or to any conviction for a municipal traffic ordinance violation that is not related to parking, red light cameras, or speed safety cameras. The surcharge only applies to Colorado Springs Municipal Court violations and must be applied to technology systems utilized by CSPD to respond to, investigate, enforce, or document criminal and traffic law and ordinance violations.
This new funding stream will assist with offsetting the cost of new technology, while allowing CSPD to continue to advance and provide excellent law enforcement service.
The Police Technology Surcharge has been set at $20.00 per conviction and will take effect on Sunday, January 11, 2026, at 12:00 a.m.
City Council also passed an amendment to municipal ordinance 11.3.106: Failure to Pay Fines, Costs, or Surcharges, which addresses situations where individuals are unable to pay costs associated with municipal ordinance violation convictions.
